Summary: The Mayor has previously verbally approved a settlement with the Landlord for the termination of NPAS’s Lease at Doncaster Sheffield Airport, at a level of £500k, as well as £3k plus VAT in legal costs, reimbursement of any rent and service charge paid in advance and a full release from dilapidations and other liability. This Deed of
Surrender documents that settlement on the terms described, and terminates the Lease, bringing this matter to a close.

Approved Decision: Authority to seal the Deed of Surrender on behalf of WYCA, as the legal entity for NPAS, and complete said Deed, completing the terms of settlement.

Title of decision: Agreement between Wakefield Council, West Yorkshire Combined Authority and the Chief Constable of West Yorkshire for the integrated provision of coroner’s officers and administration support staff and accommodation to coroner’s in the West Yorkshire Eastern Coroner’s Area

Summary: This proposal supports the implementation of organisational changes that will allow the Coronial service within West Yorkshire to provide an improved service to bereaved families.
Specifically, the TUPE transfer of West Yorkshire Police (WYP) Coroner’s Office staff (Eastern Area) into the employment of Wakefield Council.
This transfer will deliver service improvements and efficiency opportunities across the Coronial Service
function in West Yorkshire. This will result from the transfer of WYP staff to the Local Authority, co-location so that staff are working within the same building, and changes to the organisational management structure.
In order to facilitate this transfer of staff it will be necessary for West Yorkshire Police to cover salary costs and to contribute to the one-off costs that will be incurred as the team is physically relocated to the offices of Wakefield Council.

Approved Decision: For West Yorkshire Combined Authority to enter into an agreement with Wakefield Council and the Chief Constable of West Yorkshire regarding the integrated provision of coroner’s officers and administrative support staff and accommodation to coroner’s in the West Yorkshire Eastern Coroner’s Area.
