The Transport Policy and Delivery team

From the development of policy and strategy through to the delivery of projects and programmes on the ground, the Transport Policy and Delivery at the West Yorkshire Combined Authority is shaping the future of transport in West Yorkshire. The teams within the directorate set the strategic direction for transport, develop transport projects and proposals and work with partners and stakeholders to deliver these.

Are you looking for a role that will shape the future of transport in West Yorkshire? 

Our West Yorkshire Plan sets out a vision and mission for us to create a well-connected West Yorkshire with a strong transport system – meaning that by 2040 we will have: 

  • A sustainable, accessible transport system 
  • Reliable and affordable buses, trains, and mass transit 
  • A region with healthy people where active travel is the easiest choice for short journeys, car usage is reduced, and the first choice for travel is public transport 

Over the next 5 years, we will be developing a wide range of new transport policy and strategy for the region, including a new Local Transport Plan, as well as investing over £1 billion into transport improvements enabling us to deliver an integrated and inclusive transport network, developed by people in West Yorkshire for the people of West Yorkshire. 

We are on the lookout for talented individuals to join several teams across the Transport Policy and Delivery Directorate to help us deliver on our vision.

Our Key Projects & Strategies

Our West Yorkshire Transport Strategy 2040 provides the Local Transport Plan for the region, setting out the vision and objectives for transport that we want to achieve through our delivery programmes.

We are now working on developing a new Local Transport Plan and detailed strategies like rail, bus, walking and cycling, freight, and shared mobility.

City Region Sustainable Transport

Our CRSTS programme builds on the significant investment already being made in making it easier for people to walk, cycle and use public transport around West Yorkshire, alongside other major transport investment programmes.

We are looking for talented individuals to help shape our future progress, from transport planners and policy development roles, to Programme Managers to Procurement Specialists, working on project and programme delivery and development of a new Local Transport Plan and other strategy.

Transport Policy

It is an exciting time to join the Transport Policy team, as we develop a new West Yorkshire Local Transport Plan and supporting strategies, alongside delivery of the Mayor’s pledges. You could be part of the team shaping the future of transport in West Yorkshire, supporting transport decarbonisation and developing policy that will help more people to access employment, education and leisure opportunities across our region.

From working with our partners across West Yorkshire, supporting the development of funding bids, engaging with the public and developing business cases for the ambitious Bus Reform, no two days are the same.

Transport Partnerships

We are a single point of contact for the projects and programmes with funding in excess of £1 billion.

Transport Partnerships lead and coordinate the development and delivery of these projects and programmes with our six district partners in West Yorkshire and York.

We support our partners through our assurance process, ensuring that every project within the programme is delivering the promised outputs, on track, on time and within budget.

Our schemes aim to deliver across the Combined Authority’s key objectives including tackling the climate emergency, providing a world class transport system and supporting an economy through growth.
