Bradford Forster Square Station Gateway

Project overview

Bradford Forster Square is the fifth most used railway station in West Yorkshire with approximately two million entries and exits per year. It has been identified as one of six stations to be included in the Station Gateways programme.

This project aims to re-develop the existing station to provide a new, high quality, modern station facility to enhance user experience and provide an attractive and welcoming gateway to Bradford.

The main station will provide a dedicated café, ticket office/ information centre with ticket vending machines, seating on the main concourse, cycle parking and potentially two lifts to School Street replacing the current existing lift, which will be in operation from the first to the last trains.

Bradford Interchange Station Gateway

Project overview

This project aims to re-develop Bradford Interchange to create a modern building with updated facilities in order to improve customer experience, improve the visibility of the station from the city centre, increase the retail offer for visitors, improve health and safety for pedestrians and install real time information for bus and rail passengers.

Castleford Rail Station Gateway

Project overview

This project will deliver a “Gateway” enhancement for Castleford Station which currently does not meet an adequate level of quality.

Construction works have been ongoing since February 2020, and we are now nearing completion of the project.

To date, a new station building has been provided as a waiting area for station users and the car park has been remodelled, both of which were opened to the public in December 2020. The underpass has been refurbished to include new flooring, cladding and handrails, however some minor works are still to be carried out.

Elland Rail Station

Project overview

The Elland rail station project and wider access package are being developed as measures to improve the transport network in Calderdale, improve connectivity across the town and support local business. Funding for the rail station and access package has been identified through the West Yorkshire plus Transport Fund.

The new rail station will be located to the west of Lowfields Way and adjacent to the the A629 Calderdale Way on the existing Calder Valley line and will provide connections to major cities and towns including Bradford, Huddersfield, Leeds and Manchester.

The wider access package has been developed to improve walking and cycling access to the proposed station location from across the town and the wider area. These proposed measures include two new pedestrian and cycle bridges crossing the River Calder and Calder Hebble Navigation.

Halifax Bus Station redevelopment

Project overview

Construction of the new Halifax Bus Station has reached a major milestone, with some bus services, a new travel centre and accessible toilet facilities opening to passengers from Sunday 1 October 2023.

This is an exciting step forward for the £20.5 million investment into Halifax town centre.

Ten of the new station’s 19 bus stands will be open from 1 October. Other bus services will continue to run from stops in the town centre until the transformational new station is complete in early 2024.  

Construction work will continue until then, and the next milestones will include a newsagent and attracting tenants for the station’s other retail units, including a potential new café space.

Halifax Station Gateway

Project overview

Currently paused

Halifax Station is a key gateway not only for Calderdale but for Northern England. It is an entry point into the thriving town of Halifax. The aim is to deliver a landmark station with world class facilities.

The scheme includes the construction of a new two-storey station building and pedestrian bridge improving connections to Halifax Town Centre. It will also involve re-opening the underpass connecting the station to the eastern side of the railway and the Nestle site, changes to the Nestle site to provide connections into the Hebble Trail and the creation of amenity space. To the south the arrangements for parking and access to the Eureka! visitor attraction will be reconfigured to allow for changes in parking at front of the new station.

Huddersfield Station Gateway

Project overview

Huddersfield railway station is a key transport hub which continues to play a key role in maintaining the town as a place where people want to live and work. Recent and emerging national and local rail strategies point to the continued growth of the station.

Huddersfield Station Gateway will complement the rail industry’s investment in the £3 billion Transpennine Route Upgrade between Manchester and York.

The Gateway project will seek to maximise the benefits of this investment for Huddersfield, by helping to regenerate the area around the town's railway station.

It will support sustainable growth of the town, whilst providing much needed economic benefits not only in Huddersfield but also wider West Yorkshire.

Proposals are currently in development, through a station area masterplan to be followed by an Outline Business Case.

The scheme would be delivered once future funding has been identified.

Leeds Bradford International Airport Link Route

Project overview

A new route is proposed to give more direct access to the airport from the South, linking in to the A65 North of the outer ring road.

This is intended to create better connections and maximise the role of public transport access and other sustainable travel modes to support a step change in travel behaviours and to unlock the economic benefits of the North West Leeds Employment Hub.

By improving sustainable and active travel connections in the area, the council aims to unlock investment and inclusive growth opportunities and encourage more people to walk, cycle and use public transport.

Leeds New Station Street

Project overview

In partnership with Leeds City Council and Network Rail, we are transforming the area outside the main station entrance to create a more attractive space.

The scheme has delivered the following:

  • Enlarging the pedestrian forecourt area outside the main station entrance and widening the pavement from there to the Queen’s Hotel;
  • Moving the bus shelters to line up with the new kerb line and space them out so there’s more room to wait for a bus;
  • Creating a new additional pedestrian crossing to make it easier to get across New Station Street.

This scheme is part of the initial stage of the wider masterplan for the station together with the new station roof and platform zero works.

Leeds Fink Hill

Project overview

Fink Hill is located on the A6120 Outer Ring Road and forms a four arm signal controlled junction.

Pedestrian facilities at this junction are currently poor with only one pelican crossing on the A6120 (E), holding traffic across all three lanes. There are no formal crossings on Fink Hill, Parkside or A6120 (W). The junction currently experiences congestion which delays movement along the A6120.

The objectives of this scheme are to improve the local area for pedestrian and cycle safety, reduce severance between communities and jobs, increase journey time reliability and reduce traffic congestion and delays.

Leeds Dyneley Arms

Project overview

Dyneley Arms is a key junction on the A660 and A658 between Leeds (12km SE), Bradford (13km SW) and Harrogate (12km NE).

The junction, due to its remote location, currently has no specific pedestrian or cycle facilities.

The proposal is for a ‘quick-win’ scheme involving technology and detection improvements, plus widening the centre of the junction to prevent right-turning vehicles from obstructing ahead movements.

It is anticipated that improved layout will lead to smoother flows and positive impact on air quality. Bus service journey times reliability, advanced stop lines for cyclist and potential new pedestrian crossing will promote alternative mode of transport.

Rail Park & Ride Programme

Project overview

Our West Yorkshire-plus Transport Fund investment will add up to 2,000 additional parking spaces at 14 stations across West Yorkshire. As well as providing additional park and ride spaces, the extended car parks will deliver more Blue Badge bays and will include LED lighting, CCTV coverage and enhanced drainage.

 

Apperley Bridge

At Apperley Bridge rail station a £1 million investment through the West Yorkshire-plus Transport Fund could mean the creation of an additional 300 parking spaces subject to approvals and planning permission. This will increase access to the rail network and alleviate on-street parking nearby.

The station itself was funded as part of a £15.9 million Rail Growth Package which was given DfT approval in May 2014.

Ben Rhydding

At Ben Rhydding rail station, we are carrying out feasibility studies on how we can use the West Yorkshire-plus Transport Fund to increase parking capacity for rail users.

The feasibility will look at options to increase parking provision and any infrastructure requirements.

Fitzwilliam

Fitzwilliam rail station car park has been increased by 108 spaces through £400,000 investment from the West Yorkshire-plus Transport Fund.

The extended car park was opened in April 2018 and as well as providing more parking spaces including six new blue badge parking spaces, it features CCTV coverage and low energy LED lighting.

Garforth

At Garforth rail station, work was completed in December 2019. This scheme provided 85 additional car parking spaces which have been installed to meet increased demand and alleviate on street parking.

This scheme provided 85 Rail Park and Ride spaces as well as CCTV, LED lighting, enhanced cycle provision and enhanced drainage.

Guiseley

At Guiseley rail station, we are investigating how, through £268,000 investment from the West Yorkshire-plus Transport Fund, we can increase parking capacity for rail users.

Located on the Wharfedale line, Guiseley rail station provides connections to Bradford and Leeds city centres and is close to Leeds Bradford Airport. The existing station car park is full most weekdays.

Moorthorpe rail station provides passengers with services to Leeds, Wakefield and Sheffield with almost 270,000 trips per year; as a result the current car park is at full capacity most weekdays.

Mytholmroyd

At Mytholmroyd rail station in Calderdale, we’re investing £3.95 million from the West Yorkshire-plus Transport Fund to create approximately 200 new parking spaces.

These will be the first formal parking spaces available at Mytholmroyd and will include ten Blue Badge bays. The scheme will also provide improved CCTV, LED lighting and enhanced drainage. 

We also hope to provide electrical ducting provide to make possible any future Electric Vehicle charging points. 

Working with the Mytholmroyd Station Partnership, planters and containers will be provided for “bee gardens” as well as informative community boards.

Shipley

At Shipley rail station, a £2.5 million investment from the West Yorkshire-plus Transport Fund will result in increased parking provision for station users, subject to planning permission and approvals.

Owing to the limited space available, we are working with our partners Northern Trains Ltd to investigate a decked design that would enable us to provide the maximum number of bays possible.

Located on the Airedale line, Shipley railway station is one of 14 projects within the Rail Park and Ride Programme: Phase 1. The programme is designed to increase station parking thereby improving access to the rail network. This will enhance residents’ access to jobs, training and leisure opportunities in urban centres.

South Elmsall

South Elmsall rail station car park has been increased by 106 spaces through £600,000 investment from the West Yorkshire-plus Transport Fund.

Completed in July 2017, the scheme provided much-needed parking capacity with an additional 46 spaces, enhanced CCTV and LED lighting and additional Blue Badge Bays. The existing car park was resurfaced and re-marked and electrical ducting to facilitate any Electric Vehicle charging scheme that may be introduced in the future.

Steeton & Silsden

At Steeton and Silsden rail station, we’re investing over £3.5 million from the West Yorkshire-plus Transport Fund in a new 3-level car park.

Comprising approximately 250 spaces, including nine Blue Badge bays, the car park will consist of ground, first and second floors, a lift, CCTV and low energy LED lighting.

As well as improving people’s access to the local rail network, the extended car park will help alleviate nearby on-street parking.

Temple Green Park and Ride

Project overview

The Aire Valley in Leeds is a major regeneration area covering 1,300 hectares of land to the south east of Leeds City Centre. It includes both banks of the River Aire running from the heart of the city centre to the M1 motorway.

The Temple Green Park & Ride facility first opened in June 2017 and currently has a capacity of 1000 spaces. The site is a secure and staffed P&R facility with CCTV, a heated passenger waiting room, baby changing and a passenger information desk. The facility includes a ticket kiosk which allows the passengers to buy smartcards directly if they wish or alternatively they can purchase tickets from the bus driver. Free WiFi is provided on all buses. The site has been highly successful in terms of passenger demand and operation, and is currently operational.

Demand for this Park & Ride has increased leading to the extension scheme. The Temple Green Park & Ride extension scheme comprises the implementation of upgrades to the existing bus-based Temple Green P&R site through the addition of up to 389 additional spaces. An additional bus service (increasing the frequency) is proposed as part of the scheme to accommodate the additional demand. This would increase the frequency to 8.5 minutes at peak periods from the current 10-minute frequency.  

The Park and Ride extension scheme was originally developed under the Leeds Public Transport Investment Programme (LPTIP).  Full funding for the scheme has now been sourced from the Getting Building Fund.

Thorpe Park Rail Station

Project overview

This project aims to build a new rail station at Thorpe Park, better connecting people to employment opportunities and leisure facilities.

The rail station would be built on land next to Thorpe Park, providing easy access to the office park, leisure facilities, hotels, cafes, restaurants and homes in the area. The site is also near to the Southern end of the East Leeds Orbital Route (ELOR).

The project aims to provide high frequency, high quality rail access to and from Leeds City Centre from the strategic and primary road networks East of Leeds and to the new development site at Thorpe Park. The project will also help to de-congest the local road networks.

Wakefield A650 Newton Bar

Project overview

The A650 experiences high congestion levels, particularly around Newton Bar and the existing roundabout.

The roundabout connects the A650 dual carriageway to Junction 41 of the M1; the A61 Leeds Road 110 bus routes to the city centre; and Bar Lane to Pinderfields Hospital and the City Fields housing development.

This scheme aims to improve the highway capacity of the roundabout in order to manage the traffic flows and facilitate the development of future housing. The roundabout will be increased in size and traffic signals installed to better control the flow of traffic along the corridor.

This scheme also improves pedestrian and cycle facilities across the roundabout to improve health and safety aspects.

York Central Access and Station Access Improvements

Project overview

This programme aims to facilitate development at York Central, realising economic and housing growth at scale, and to increase and improve the capacity, accessibility, safety and environment of the York Railway Station.

The programme will provide access into the York Central development site and improvements to York Railway station:

  1. Provision of all mode access to the development site to the rear (north west) of York railway station to realise its development potential.
  2. Provide a fully compliant access to the western side of the station, linking the station to the adjacent new development.
  3. The provision of accessibility improvements to the rail station itself to i) improve the layout, configuration and ease of access for all modes of traffic to the front (east) of the railway station.

Leeds - A660 Lawnswood Roundabout

Project overview

The A660 is one of the most congested corridors in Leeds. It experiences high traffic flows as well as seeing some of the highest volumes of pedestrians and cyclists, often competing for road space with HGVs and more than 60 buses per hour at peak times.


Initially included under the Leeds Public Transport Investment Programme (LPTIP), the proposed A660 Lawnswood Roundabout scheme formed part of the Corridor Improvement Programme (CIP) to Outline Business Case stage, and is now being funded by City Regional Sustainable Transport Settlement (CRSTS) for Full Business Case to delivery.

This scheme will deliver improvements to the Lawnswood Roundabout section of the A660 corridor in Leeds including a new 435 metre section of outbound (northbound) bus lane, the upgrade of advisory cycle lanes to dedicated facilities, for approximately 350 metres, in both directions and a controlled pedestrian crossing.

Other corridor improvement projects

A641 Bradford Huddersfield Corridor

Project overview

The A641 forms part of the Key Route Network between Huddersfield and Bradford and provides an essential link from Brighouse to surrounding centres and the M62 J25 (via the A644). The scheme comprises of a series of interventions proposed for delivery in Brighouse town centre and along the A641 corridor The scheme is to be funded from the West Yorkshire plus Transport Fund. 

Carrying more than 20,000 vehicles a day, the route has significant traffic congestion issues in a number of locations.

Reducing journey times along the route will increase economic investment in the area by unlocking land for employment and housing growth, as well as improving conditions for all users. This will include increasing the use of sustainable transport and improving facilities for public transport.

The project will be delivered in cooperation with the investment projects managed by both Kirklees Council and Bradford Council.

A653 Leeds to Dewsbury Corridor

Project overview

This scheme for the A653 corridor from Dewsbury into Leeds will see capacity enhancement measures to reduce congestion at 'hot spot' junctions along with public transport improvement such as the introduction of a limited stop bus service between Dewsbury and Leeds.

Reduced and more reliable journey times will help support job retention and growth along the corridor as well as improved local air quality though reduced CO2 emissions.

Bradford to Shipley Corridor

Project overview

This scheme aims to improve the links between Bradford city centre and Shipley. Proposals include multi-modal enhancements along Manningham Lane/Bradford Road which are focused on boosting journey time reliability, connectivity and improving bus and cycle journeys.

The Bradford-Shipley Route Improvement Scheme (BSRIS) will primarily deliver improvements at key junctions in Bradford to enhance the highway capacity and connectivity to/from Shipley town centre. The scheme will also improve accessibility to Frizinghall rail station, improve the urban environment at Bradford Beck, and improve the public transport, walking and cycling provision along the Manningham Lane corridor. Combined, these improvements will help to reduce carbon emissions, alleviate flood risk and create better places along the corridor.

The BSRIS is anticipated to reduce traffic congestion, improve journey time reliability for all modes, improve air quality and increase road safety. A key local benefit of the scheme will be improvements to green spaces along the route, providing pockets of wildlife and pleasant walking paths which can be used by residents. The scheme supports delivery of inclusive growth by facilitating new housing and employment opportunities and a better quality of life, with better air quality, encouraging active mode travel (walking, cycling), improving rail accessibility, and enhancing the urban environment, specifically at Bradford Beck.

The scheme is anticipated to reduce current and forecast congestion, improve journey time reliability for all modes, and widen the sustainable travel opportunities with enhanced cycling and walking infrastructure and connectivity to rail.

Castleford Growth Corridor Scheme

Project overview

The Aire River Growth Corridor is within Castleford and has been designated as a 'Housing Zone'. Improvements to the transport infrastructure are needed to accommodate additional new homes planned for the area, and employment growth expected in the town.

This scheme aims to construct a new link road, improving the highway and reducing congestion. Flood mitigation measures will also be installed and pedestrian crossing facilities will be improved. A cycle lane will also be added to improve accessibility for cycle users along Aire Street and Wheldon Road.

The Castleford Growth Corridor Scheme will provide this by reducing congestion and improving accessibility.

This scheme will also provide a new public realm along the waterfront.
