Transport Partnership Lead - INTERNAL APPLICANTS ONLY


The Transport Partnerships team oversees partner delivery for major infrastructure across the Leeds City Region including the £1bn+ West Yorkshire Plus Transport Fund, £173.5m package of transport improvements for Leeds and the aspirational Cycle City Ambition Grant. 

This role will provide strategic leadership to the team and be responsible for ensuring strong partnership working with partner councils, agencies, internal departments and the supply chain to drive forward delivery of a range of ambitious infrastructure programmes by 2021, which will in turn have a significant impact on the regional economy.  

A 12 month secondment opportunity has arisen to provide maternity cover for the existing role holder.  This offers an exciting development opportunity for an existing or aspiring senior manager.

It is anticipated that there will be a short handover period with the substantive role holder.

The role

You will be part of a multi-disciplinary team working across the regional geography to fulfil the ambitions set out in the Strategic Economic Plan - to achieve better outcomes for residents, businesses and visitors within Leeds City Region by providing Infrastructure for Growth.


  • Lead a team of 20-25 project / programme management and transportation planning staff including a number of Combined Authority personnel who are based primarily in partner council offices
  • Line manage a team of six programme managers
  • Work with the directorate Heads of Service to ensure effective partner delivery of significant infrastructure programmes, managing complex dynamics and relationships and providing robust management information.
  • Work in accordance with the Combined Authority’s Assurance Framework
  • Take the Senior Responsible Officer for a number of programmes including WY+TF (budgets), City Connect, the Corridor Improvement and Flood Resilience programmes
  • Robustly manage and oversee significant budgets and KPIs
  • Be a member of the Implementation Management Team, supporting service level management co-ordination
  • Be the directorate’s representative on key corporate groups as appropriate, including the Regulatory and Compliance Board
  • Provide updates to political members and LEP Board as appropriate
  • Manage and deputise for the Chair at the monthly meeting of the Chief Highway Officers

The person

 You will be experienced in project, programme and/or portfolio management, with a level of line and team management experience.  You will have transferable skills to build, maintain and strengthen partnerships, be willing and able to take responsibility and provide positive solutions to deliver projects involving a diverse set of stakeholders. You will have a high degree of political awareness, operating in an impartial way.

The role will be appointed to the Combined Authority’s generic role profile for an Implementation Lead although the key responsibilities specific to this role are set out above.
