That’s precisely what is on offer at West Yorkshire Combined Authority where a £1bn devolution deal has put the Leeds City Region at the forefront of the Government’s Northern Powerhouse delivery agenda.

The Combined Authority brings together five districts plus York, the business community via Leeds City Region Enterprise Partnership and also takes in the former Passenger Transport Executive (branded Metro). Overall, the Combined Authority covers a population of around 2.5 million people and represents the largest economy outside London.

The Combined Authority’s Portfolio Management Office (PMO) oversees a £1bn+ portfolio of programmes and projects. These schemes are either delivered directly by the Combined Authority or through one of our partner organisations (public and private sector). Whichever the delivery route, the PMO has responsibility for ensuring that only schemes which meet the strategic aims of the organisation and have a robust commercial, economic, financial and management case are developed and delivered and they are carried out within the agreed time, cost and quality framework.

The role

We are looking to appoint a professional and enthusiastic Portfolio Manager to join the Monitoring and Reporting Team within the PMO.  The post holder will be responsible for developing and maintaining monitoring systems and reporting on the progress principally of the authority’s transport programmes.

This role offers an excellent opportunity for a candidate who is proficient at data analysis, interpretation and manipulation, has knowledge of public sector financial systems and experience of working with external funding sources (including Government and European). 

The person

You will be educated to degree level and/or be experienced in the management and monitoring of outputs, outcomes / benefits, financial, performance, progress, risk and issues.  You should also have knowledge of public sector finance and experience of working with external funding sources.
