Combined Authority - conduct of business

The Combined Authority's Constitution which can be accessed here provides the framework within which we conduct our business.  It describes how the Combined Authority operates, how decisions are made, who is responsible for making decisions and the policies and procedures that are followed to ensure we are transparent, accountable and efficient.

Part 4 of the Constitution contains all of our Procedural Rules including: Procedure Standing Orders, Access to Information Rules, Code of Practice for Recording Meetings, Mayoral Procedure Rules, Budget and Policy Rules, Scrutiny Standing Orders, Contracts Standing Orders, Financial Regulations, Recruitment and Appointment Procedure for Private Sector Representatives, and the Petitions Scheme.

Part 5 of the Constitution contains policies relating to Ethical Standards, including Members' Code of Conduct, Procedure for Considering Complaints, Code of Conduct Policy for Officers, Code of Conduct Policy (Policing and Crime Team), Conflicts of Interest Policy, Conflicts of Interest Protocol (Loans and grants to businesses), Conflicts of Interest Policy (Adult Education Budget), Member and Officer Protocols.
