    West Yorkshire Ticketing Company Ltd (WYTCL) wishes to commission an individual to perform the role of Executive Officer. WYCTL is a joint venture between bus and rail operators and the West Yorkshire Combined Authority. It creates and sells over £30m of multi-operator and multi-modal public transport tickets for use by passengers travelling in West Yorkshire.

    Executive Officer role

    Summary of tasks

    The Executive Officer is required to take overall management responsibility for the business development of West Yorkshire Ticketing Company Limited (WYTCL), including representing the company in its relationship with member operators; West Yorkshire Combined Authority (WYCA); other local authorities and ticketing bodies, and to be seen externally as the senior contact within WYTCL.

    Reporting relationships

    The Executive Officer is responsible through the Chair to the WYTCL Board.

    Duties and essential functions

    1. Provide advice and support to the Chair / Board to enable effective management and future development of the business.
    2. Together with the Company Secretary, ensure the provisions of the WYCTL Joint Venture Agreement (JVA) are observed. Undertake a periodic review of the JVA recommending appropriate revisions to the Board.
    3. Manage the relationship with the administrative provider (WYCA) to ensure the board and members receive timely, accurate and sufficient information to fulfil its objectives, and satisfy any statutory requirements, in the provision of a multi modal/ multi operator ticketing scheme. Providing effective financial management by ensuring the provision and presentation of management information.
    4. Determine what agreements may be needed to be entered into by the company and to negotiate, implement and manage such agreements.
    5. Manage the company’s relationship with outside and associated bodies, representing the company and its interests through contact with those bodies.
    6. Set up, attend and contribute to any subordinate groups or committees set up by the board, to ensure they fulfil their role and the requirements made of them.
    7. Provide the necessary information and advice to the board, co-ordinating the issue of papers and information to the board members prior to each board meeting in a timely manner and ensuring any subsequent board decisions are implemented and acted upon.
    8. Produce, input and maintain content on the website www.m-card.co.uk; ensure all content is accurate, accessible, understandable and informative.
    9. Lead the development and delivery of the company’s marketing strategy. Undertake sales and market analysis. Make recommendations to the Board on the pricing and placing of products in the marketplace. Instruct and supervise WYCA and other organisations engaged in delivering marketing and promotional activity for the Company.
    10. Oversee the development and implementation of new technology including smart ticketing, e-sales, digital and customer relationship marketing.


    The Executive Officer will spend from 8 to 12 working days (taken to be 7.5 hours per working day, excluding breaks) per calendar month carrying out her or his tasks. An extension to this commission may be agreed with the successful applicant, taking into account the extent to which the applicant is able to meet the requirements of Tasks 9 and 10.

    The Executive Officer will be expected to work from home however he/she will have access to business meeting facilities at the offices of WYCA in central Leeds. Most regular WYTCL meetings are held in Leeds.

    Fees and costs

    Proposals are sought from suitably qualified individuals to fulfil this role on a self-employed basis. The annual budget is in the region of £40,000 and WYTCL will also provide an MCard to the successful applicant.
