     What is the Bus Strategy?

    Every day, thousands of people across West Yorkshire use the buses to get out and about. They use buses to get to work, school or college, to attend medical appointments or get to the shops. In order to help West Yorkshire achieve more from its buses, WYCA is currently working on a Bus Strategy which will set out what we want the bus system to achieve from 2016-2036.

    As part of this, a Bus 18 initiative was launched on Friday 24 March 2017. The initiative brings together West Yorkshire Combined Authority with the county’s major bus operators: Arriva Yorkshire; First West Yorkshire and Transdev; and the Association of Bus Operators in West Yorkshire (ABOWY), to improve bus services and encourage more people to use them.

    The Bus Strategy is a key element of the West Yorkshire Transport Strategy.

    WYCA has developed the Bus Strategy with the support of District Councils as well as First West Yorkshire, Arriva and Transdev.

    Bus Strategy Consultation Summer 2016

    A public consultation on the West Yorkshire Bus Strategy was held between 18 July and 21 October 2016. The responses to the consultation have now been independently analysed by AECOM and their analysis reports can be found here.

    The conclusions from the AECOM report into the Bus Strategy consultation, as well as next steps, were considered by WYCA Transport Committee at its meeting on 24 February 2017.     West Yorkshire Bus Strategy Equality Statement

    The 2010 Equality Act and Public Sector Equality Duty place a duty on all public bodies to play their part in making society fairer by tackling discrimination and providing equality of opportunity for all.

    To meet this duty, WYCA needs to consider all individuals when carrying out our day to day business, when shaping policy, in developing and delivering services and in relation to our own employees.

    It also requires public bodies to:

    • Have due regard to the need to eliminate unlawful discrimination
    • Promote equality of opportunity
    • Promote good relations between different groups of people

    The West Yorkshire Bus Strategy is a high level document which sets out key policy proposals.  The strategy has a 20 year planning horizon and WYCA, with its partners, will assess how to deliver the Bus Strategy through the development of a Business Case, which will be available during 2017.

    A full Equality Impact Assessment will be undertaken on the West Yorkshire Bus Strategy and Business Case.

    A three month consultation on the West Yorkshire Bus Strategy took place from July to October 2016. 

    Through the consultation process, WYCA actively sought feedback from stakeholder equality groups on the potential equalities impacts of the Bus Strategy; there was also an opportunity for individuals to comment on equalities impacts through the consultation. Feedback from stakeholders, equality groups and from individuals will be used to inform the full Equality Impact Assessment.
