WYCA Implementation Team

The West Yorkshire Combined Authority is seeking to strengthen its Implementation team, which oversees a £1bn+ portfolio of capital programmes and projects. These schemes are either delivered directly by WYCA or through one of our partner organisations (public and private sector).

Economy

This role leads a small team with responsibility for overseeing partner delivery in respect of the Local Growth Fund and Growing Places Loan Fund.  The forward programme of activity will include facilitating development of the LCR Enterprise Zones, flood resilience initiatives and further high profile housing schemes. 

 

The £40m+ Local Growth Fund (Housing and Regeneration) supports a number of Local Authority projects aiming to support new housing, job creation and regeneration. Key areas of work include appraisal of business cases, negotiating and entering into legal agreements, and monitoring performance. The work involves close partnership working with local authority partners.  The £36m Growing Places Loanprovides loans of between £250k and £5m to kickstart private sector capital projects. Key areas of work include providing information to the LEP Investment Panel, managing and monitoring ongoing projects and ensuring information is provided to the Dept of Business, Energy and Industrial Strategy.

 

We are seeking a professional and enthusiastic candidate to join this successful team. You will be an experienced professional, with a thorough understanding of the challenges involved in delivering major economic regeneration schemes in both the public and private sector. A detailed understanding of grant and loan funding and due diligence requirements is essential.

 

Skills Capital & Innovation

This role leads a small team with responsibility for overseeing partner delivery of Skills Capital and Innovation projects funded through the Local Growth Fund and co-investment.  The early phases of the programme have completed including multi-million pound investments in new, world-class learning facilities at FE colleges in Bradford, Kirklees, Wakefield, Selby and Calderdale.  The focus over the next 12-18 months will be ensuring that the next phase of Skills Capital projects and two high profile university innovation projects are developed, in accordance with Investment Committee decisions and funding agreement terms and conditions.  The role will involve close working with WYCA’s Economic Services directorate, FE colleges, and the Portfolio Management Office. 

We are seeking an enthusiastic candidate to join this successful team. You will be an experienced professional with a good understanding of the Further Education sector and experience in overseeing capital projects.  A detailed understanding of grant and loan funding and due diligence requirements is essential.

Transport Partnerships 

The Transport Partnerships team oversees partner delivery for major infrastructure including the £1bn West Yorkshire Plus Transport Fund, £173.5m package of transport improvements for Leeds and the aspirational Cycle City Ambition Grant across the Leeds City Region.  As Programme Manager you will work closely with Local Authority highways teams and technical specialists to drive forward delivery of a range of ambitious projects and programmes by 2021.  This includes facilitating schemes through the WYCA Assurance Framework from concept stage to Full Business Case and acting as Case Officer on a range of high profile schemes, and monitoring performance against targets.    

The role offers an excellent opportunity for a candidate who has experience in overseeing major infrastructure delivery in a partnership context including knowledge of the assurance and management of portfolios or large programmes. We would welcome applications from candidates with a strong track record of managing successful partnerships.
