Transport Projects Lead Post Ref . D/I0b

Grade N SP1-4 £51,626 - £59,778 per annum. Closing date 21st August 2017. Interviews will be W/C 19th and 25th September 2017. Based in Leeds City Centre

West Yorkshire Combined Authority is the driving force behind local partners’ collective efforts to make the Leeds City Region known globally as a place where everyone can combine economic success with an outstanding quality of life. Our main goal is ‘inclusive growth’ – ensuring all our people and places are able to contribute to, and benefit from, economic prosperity.

With its energetic feel, the Leeds City Region is one of the most attractive areas to live, work and play in the UK. If you enjoy working and living in a place full of pace, innovation, challenge, opportunity, change and dynamism then these could be the roles for you.

The West Yorkshire Combined Authority is seeking to strengthen its Implementation team, which oversees a £1bn+ portfolio of capital programmes and projects. These schemes are either delivered directly by WYCA or through one of our partner organisations (public and private sector).

This is an exciting time for capital investment into transport infrastructure across West Yorkshire and York.  The Transport Projects team is responsible for the direct delivery of capital schemes funded from a range of sources including the £1bn+ West Yorkshire Plus Transport Fund (WY+TF), £173.5m package of transport improvements for Leeds, and the Local Transport Plan.  The team has in the past overseen the delivery of new rail stations at Kirkstall Forge, Apperley Bridge and Low Moor as well as the award winning Castleford bus station.

This role will provide the strategic lead for the delivery of multi million pound infrastructure including four new rail stations, new and refurbished bus stations, transport hubs, electric vehicle charging points, rail station car parking and park and ride.  We would welcome applications from a senior professional with a demonstrable track record in leading major rail initiatives either through working for or with Network Rail.  A thorough understanding of the commercial, contractual and technical complexities of delivering major rail infrastructure is key, including a thorough understanding of Network Rail GRIP stage processes, asset protection agreements, forms of contract and the opportunities and constraints of direct delivery methods.  The role will take a proactive lead on commercial negotiations on behalf of WYCA.

With its vibrant, energetic feel, the Leeds City Region is one of the most attractive areas to live, work and play in the UK. If you enjoy working and living in a place full of pace, innovation, challenge, opportunity, change and dynamism then these could be the roles for you.
