    Our Policy, Strategy and Communications teams develop the policies and strategies that enable us to determine our priorities for the organisation – and secure the investment to deliver them. Within this, our single Transport and Economic Policy Team, works across a range of diverse and interrelated disciplines. 

    We now looking to appoint the following four Policy Managers (Grade M, £44,483 - £51,507 per annum) to lead their areas within our Transport and Economic Policy team.

    These are:

    Head of Labour Market Policy
    Leading the development of the policies that will develop the City Region’s workforce of the future.

    Head of Regeneration and Place-Making
    Leading thinking on how best to deliver spatial priority areas, including identification of opportunities for investment.
    Head of Strategic Networks
    Leading the City Region agenda on strategic roads and driving forward our ambitions for cycling and walking and the roll out of high-speed broadband

    Head of Future Mobility
    Developing our policy for mobility as a service and how technology can drive an improved customer experience.

    Policy Officers (Grade K, £33,871 - £39,319 per annum)
    Leading the development of economic and transport policies, plans and initiatives including developing policy proposals, appraising strategy options and shaping future programmes and projects

    Rail Policy Officers (Grade L, £38,443 - £44,512 per annum)
    Working on an exciting programme of rail services and infrastructure, including new stations, and supporting national projects such as High Speed Two, Northern Powerhouse Rail and East Coast Mainline.

    Policy Coordinators (Grade J, £29,661 - £34,344 per annum)
    Working with Heads of Service and Policy Officers, you will contribute to the development of policy, strategy and programmes through the assessment of challenges and opportunities and providing technical advice and support.

    Policy Assistants (Grade H, £23,221 - £26,887 per annum)
    Providing project and technical support through the collection and analysis of data and evidence and using that information this to assess the costs and benefits of interventions.

     Production lineOur Delivery teams 
    Our Delivery teams ensure that the major projects and schemes we invest in have the biggest possible impact on the City Region economy and represent value for money. Last year, we agreed a new assurance framework with government that sets out an improved approach to delivering projects in a robust and transparent way.

    Within Delivery, we have three service areas that are each responsible for certain elements of project and programme delivery:

    Our Portfolio Management Office (PMO) oversees a £1bn-plus portfolio of programmes and projects and has responsibility for ensuring that only schemes which meet the organisation’s strategic aims are developed and delivered, within the agreed time, cost and quality framework.

    We are appointing: 

    Portfolio Manager - Controls (Grade K, £33,871 - £39,319 per annum)
    Developing and implementing the necessary processes and procedures to support the delivery of WYCA’s portfolio.
    Portfolio Manager - Process (Grade K, £33,871 - £39, 319 per annum)
    Developing, updating and embedding the assurance templates that projects are required to meet as they proceed through WYCA’s assurance process.

    Portfolio Manager - Transport (18.5 hours, Grade K, £33,871 - £39,319 per annum)

    Developing and maintaining monitoring systems and reporting on the progress of, principally, transport projects

    Our Feasibility and Assurance Team is responsible for ensuring we have a rigorous process for assessing whether new projects and programmes are deliverable. The team is also responsible for providing independent assurance across the lifecycle of projects. 

    We are appointing: 

    Cost Review Manager (Grade K, £33,871 - £39,219 per annum)
    Responsible for all aspects of the cost review of WYCA’s portfolio of projects to ensure they are delivered efficiently, within scope and on budget through the application of established project management methodologies.

    Our Implementation Team is responsible for delivering, or supporting the delivery of, project and programmes. 

    We are appointing: 

    Transport (Projects) Lead (Grade N, £51,626 - £59,778 per annum)
    Strategic lead for the delivery of multi-million pound infrastructure that includes new rail stations, new and refurbished bus stations, transport hubs, electric vehicle charging points, rail station car parking and park and ride 

    Senior Project Manager - Rail (Grade L, £38,443 - £44,512 per annum)
    Leading a small team in the direct delivery of four new rail stations within West Yorkshire, as well as rail-related infrastructure funded through the £1bn+ West Yorkshire Plus Transport Fund

    Senior Project Manager - Transport and Projects (Grade L, £38,443 - £44,512 per annum)
    Leading a small team in the direct delivery of major transport infrastructure that includes new rail stations, new and refurbished bus stations, transport hubs, electric vehicle charging points, rail station car parking and park and ride facilities.

    Project Officer – Transport Projects (Grade I, £26,402 - £30,571 per annum)
    Supporting the work of the team in the delivery of complex infrastructure projects.

    Project Assistant x3 – Transport Projects (Grade H, £23,221 - £26,887 per annum)
    Supporting the work of the team in the delivery of infrastructure projects.

    Programme Manager - Economy (Grade L, £38,443 - £44,512 per annum)
    Overseeing partner delivery across a range of projects including major housebuilding, local regeneration initiatives, enterprise zones, and loans to business for capital investment to maximise economic growth.

    Programme Manager - Skills Capital and Innovation (Grade L, £38,443 - £44,512 per annum)
    Overseeing partner delivery across a range of capital building projects in the Further and Higher Education sector to provide world class learning facilities.

    Programme Manager - Transport Partnerships (Grade L, £38,443 - £44,512 per annum)
    Overseeing partner delivery for major infrastructure including the £1bn+ West Yorkshire Plus Transport Fund, £173.5m package of transport improvements for Leeds and aspirational Cycle City Ambition Grant.

    West Yorkshire Combined Authority will consider the payment of reasonable relocation expenses, up to a maximum of £8K.
